Is ghost student fraud the same as enrollment fraud?

Ghost student fraud is one type of enrollment fraud: specifically, fraud committed by an entity that isn't a real student at all. Enrollment fraud more broadly also includes misrepresentation by real applicants (residency fraud, eligibility fraud, etc.). Sentinel 360 focuses on patterns most associated with non-real or coordinated enrollment activity, where cross-institution visibility is the strongest detection signal.
