What is Title IV fraud?

Title IV fraud refers to fraudulent acquisition of federal student aid distributed under Title IV of the Higher Education Act, including Pell Grants, federal student loans, and work-study funds. Ghost student fraud is one form of Title IV fraud. Institutions have a regulatory obligation to identify, report, and return fraudulently disbursed Title IV funds, and to maintain documented review processes.
