Bad Actor

An individual or organization that intentionally engages in fraudulent or deceptive activity. In the context of student fraud, bad actors may use stolen identities, fabricated information, or coordinated enrollment schemes to improperly access financial aid or other educational benefits, like procuring a valid institutional email address.
